
Around 2:40 p.m., officers responded for a report of two men who had been shot. An investigation determined the shooting victims left the scene for the hospital and the suspect, Mohammad Azim Doudzai, remained inside armed with a gun.
Officers responded to the scene, observed smoke and flames emanating from within the home and heard what appeared to be gunshots. Members of the Special Operations Division, to include Crisis Negotiations and Special Weapons and Tactics team members, also responded and attempted to negotiate with the suspect to have him voluntarily surrender. They learned there was another man trapped inside the home, who could not escape. Due to the suspect’s escalating violent and threatening behavior and urgent safety concerns for the captive victim, an officer of the Special Operations Division, deployed deadly force to stop the active threat and allow for the captive victim to be rescued. First aid was immediately rendered to the suspect and other officers entered the burning home to rescue the victim inside.
Fairfax County Commonwealth’s Attorney, Raymond F. Morrogh, informed Colonel Edwin C. Roessler Jr., Chief of Police, on Friday, May 19 that he found no basis for criminal liability on the part of the officer involved in the deployment of deadly force.
